Cultural Access Program Overview

The Gig Harbor City Council recently reviewed a presentation by the city clerk regarding the ordinance they must draft, review, and approve in order to place the Cultural Access program on the November 2025 ballot. Following are the slides used in the presentation as posted by the city.
The city has tentatively scheduled the first reading of the Cultural Access program ordinance for July 14, with second reading on July 28. A resolution placing Cultural Access Program Sales Tax on the November 4 ballot is also on the July 28 agenda.
Questions remain about the allocation of fund percentages (i.e. 10% for program management, XX% for public school programs; XX% for non-profit program providers). For example, other Cultural Access programs designate their fund allocation in the following ways:
Olympia (Inspire Olympia) = 10% program management; 10% public school programs & transportation; 80% to non-profits.
Tacoma (Tacoma Creates) = Average 10% program management; 76% to non-profits; 9% reserve; 8% school transportation.
King County (Doors Open) = TBD
*Vancouver (VCAP) = 5% startup and administration; 5% public school program; 90% (remainder) reserved for distribution to non-profits. (https://vancouver.municipal.codes/VMC/3.45.050)
